The report presents the consolidated results of a review of Federal Telecommunications System utilization conducted by 17 agencies. It identifies opportunities to more effectively and efficiently manage telecommunications resources. The report makes 28 recommendations, many of which deal with Governmentwide telecommunications policy changes and improvements in management controls.
