The study compares the construction planning and manpower schedules for production of five PD214 general mobilization ships at Avondale Shipyards, New Orleans, and at Kawasaki Shipyards, Kobe, Japan. As background for the comparison an examination was also made of the facilities and equipment in place at each yard. Overall, KHI's delivery period for the first ship was 60 weeks after contract signing; Avondale's construction schedule for the first ship is 140 weeks after contract. The manloading for building the five ships is consistently greater in every phase of costruction at Avondale than at Kobe. The overall difference is about 2.32 times (1374 thousand manhours at Avondale versus 594 thousand manhours at KHI-Kobe). Both yards exhibited experience curve benefits, with Avondale's improvement being greater.
