Analysis of Costs and Services Associated with Graduate Medical Education Programs in Foreign Medical Graduate (FMG) Dependent Hospitals. Final Report

Presented are the major findings which resulted from analyzing data on Foreign Medical Graduate (FMG) and non-FMG dependent hospitals. These were: (1) the typical FMG dependent hospital is slightly smaller than its non-dependent counterpart; (2) nearly half of the patient population in an average FMG dependent hospital is elderly and/or poor; (3) one out of every five discharges is a Medicaid patient; (4) the length of stay is significantly longer in FMG dependent hospitals; (5) direct Graduate Medical Education (GME) costs per residents were considerably higher in FMG dependent hospitals; (6) despite the high training costs hospital charges for treating Medicare patients within individual Diagnosis Related Groups (DRGs) were consistently and significantly lower.
