Changes in the Financial Services Industry: Challenges and Opportunities for States and Small Businesses

The report is one of a series resulting from a project aimed at helping states, cities, counties and multi-county organizations coordinate and integrate their economic development activities. Recognizing that state and local planners are concerned about recent and other proposed changes in commercial banking industry, the authors analyze the need for changes, the business environment and the impact of deregulation on small businesses. The study begins with the belief that 'whenever possible individual credit evaluation and investment decisions should be left to the private market, which has the experience and motivation to make these kinds of decisions.' The state's role should be to improve and complement the operation of the private capital market within a state.
