The project was a joint effort of the Department of Health and Human Services (HHS) and the Department of Housing and Urban Development (HUD), initiated in 1978 as the 'HUD/HHS Demonstration for Deinstitutionalization of the Chronically Mentally Ill'. It was developed in response to the deinstitutionalization, housing, and service needs of the chronically mentally ill. In this effort, HUD provided funds for the construction and/or rehabilitation of community-based residential housing that allowed chronically mentally ill persons to live more independently in the community. In 1980 HCFA approved the first Medicaid waivers to permit reimbursement for services such as case management, supervision, and life skills training to the residents of this housing. Each site within a State was covered by waivers for a 3-year period. The majority of the services were continued by the State after the waiver period had ended. There was no formal evaluation of these service programs. Deinstitutionalization programs in Arkansas are examined in the report.
