摘要

The main objective of the project was to develop a data format, collect data, and construct and operate a comprehensive management information system, using St. Louis as a demonstration site, in cooperation with the IRPT membership. The entire final report package is three volumes in content. Volume I is composed of an executive summary. Volume II is an intensive discussion of the system from a managerial viewpoint. It discusses the objectives of development, the organizational structure of the development effort and the benefits and flexibility of the system. It subsequently elaborates on each software component from the logic of its development, data needs, problems with data faced during the development, and appropriate situations of usage, along with an overview of implementing the system or its components for a new user. Volume III is for the formal software description and user's manual. Since the system was developed for use on either Apple II C or an IBM-PC users should specify which specific Volume III manual they want.
