Health Impact of Low Indoor Temperatures: Report on a WHO (World Health Organization) Meeting Held at Copenhagen on November 11-14, 1985

The meeting reviewed the results of studies in the area of low indoor temperatures that had been carried out by WHO collaborating institutes. It also considered whether sufficient evidence from scientific studies and epidemiological investigations was available to demonstrate an adverse effect on health of low indoor temperatures, especially in high-risk groups (preschool children, elderly, disabled and sick). Recommendations were made on indoor temperatures below which the health of the general population and high-risk groups may be endangered. It also reviewed the basic parameters and methodology for assessing the thermal environment.
