Cosmos Corporation conducted a synthesis of information on current case management practices for the homeless mentally ill population, operated by NIMH State Community Support Programs. The contractors also assessed the efficacy of case management training programs operated by NIMH State Human Resource Development Programs. Phone interviews and site visits were conducted to gather in-depth information about ten case management initiatives at the State and local levels. Special areas of inquiry included definitions of case management used by the States, staffing/training patterns, funding mechanisms, and client outcome evaluations. A panel of experts meeting was held (and summarized in the report), with the goal of identifying the most effective approaches States have used for providing case management to the vulnerable population.
