Air Force Computers: Development Risks of Logistics Modernization Program Can Be Reduced

The Air Force has initiated a new modernization program- the Logistics Management Systems Modernization program- to replace 94 of its more than 385 existing logistics management systems. These 94 systems, according to the Air Force, are the life's blood of its maintenance and supply operations. Because of concerns about the continuing poor state of automation in the Air Force Logistics Command and past difficulties the Command has had in developing large systems, the Chairman of the House Committee on Government Operations asked GAO to determine whether the Air Force has taken actions to avoid repeating past system development problems, completed all initial project planning activities, established adequate project management and control procedures, and complied with the Brooks Act of 1965 as revised in the continuing resolution for fiscal year 1987 (Public Law 99-591).
