Preventing the New Morbidity: A Guide for State Planning for the Prevention of Mental Retardation and Related Disabilities Associated with Socioeconomic Conditions

The President's Committee on Mental Retardation(PCMR) has long advocated for prevention of mental retardation and has carefully articulated the need to set specific goals, describe effective methods, evaluate outcomes, and promote the health of mothers and children. At the same time, the PCMR has recognized that mental retardation is the consequence of many interacting factors: some biological, some social. The majority of these handicaps entail both environmental and biological concomitants, deprivations, and deviations often related to poverty, and a host of other sociocultural events. Providing prenatal care; Preventing low birthweight; Preventing adolescent pregnancy; Reducing environmental hazards and infections; Ensuring adequate nutrition; and Providing early intervention.
