Electric Power Resource Planning for Potomac Electric Power Company

The report analyzes the Potomac Electric Power Company's (PEPCO) need and appropriate scheduling for their next proposed generating unit, Station H. In addition it evaluates whether or not the gasification combined cycle (GCC) technology is the most economically attractive technology for Station H and whether or not demand-side management programs (DSM) have been appropriately incorporated into PEPCO's planning process. The economic merit of generation options was evaluated by estimating the cumulative present worth increment revenue requirements (CPWIRR) for various candidate generation expansion plans. Residential DSM programs were evaluated primarily by comparing PEPCO's programs and analysis results with research conducted in this area by the Power Plant and Environmental Review Division (PPER). The study concluded that there is a need for Station H on approximately the schedule proposed by PEPCO.
