Proposals for Monitoring the Performance of Electric Utilities

Recent World Bank studies have shown a declining trend in power sector performance in the developing countries and recommend giving greater emphasis to rehabilitation and maintenance, and to improving operational performance. The report presents a system for improving electric utility efficiency through the identification and analysis of three sets of performance indicators covering generation, transmission and distribution, and commercial operations. The indicators measure physical inputs and outputs. The system is intended to supplement the more usual financial tests used to measure utility performance, which are not covered in the report.
