Methods of Cost-Effectiveness Analysis for Highway Projects

The synthesis will be of interest to planners, programmers, administrators, and others who need to make decisions on transportation-improvement projects. Information is presented on cost-effectiveness methods as a means of project selection. Many highway projects have multiple objectives and complex impacts that are difficult to measure and that may be in conflict with one another. The report of the Transportation Research Board discusses cost-effectiveness analysis as a method of assessing the worth of projects by providing information about costs, benefits, and impacts in a manner that facilitates broadly based decisions.
