Policy Reform in Developing Countries: The Influence of Bilateral Donors

It is clear that the emphasis on structural adjustment and policy reform will be a feature of development policy for some time to come. Bilateral donors are heavily involved in development assistance, and as such play a role in adjustment and policy reform as well. The role in adjustment that has evolved over the past few years has been a secondary role in support of the multilateral agencies. While the multilateral agencies work with the developing countries on the macroeconomic level to encourage policies that will result in sustained growth, the bilateral donors support the process by extending larger volumes of nonproject aid to lessen the negative impact of adjustment programs. This role in providing aid to support developing countries during adjustment will continue. Case studies of donor policies and instruments are given for United Kingdom, Germany, the Netherlands, France, Sweden, and Japan.
