The topic of the second Staff Paper under the new Office of Technology Assessment (OTA) initiative is a survey conducted by OTA in July and September 1987 of commercial health insurers, Blue Cross/Blue Shield Plans, and Health Maintenance Organizations (HMO's), on their underwriting practices for individual applicants for health insurance, and on the impact of AIDS on their claims costs.
