Antennas, Satellite Broadcasting, and Emergency Preparedness for the Voice of America

The Voice of America (VOA) has been engaged in a modernization program for its terrestrial broadcasting facilities. VOA is also looking to direct audio broadcasting by satellite as a potential new medium for its program material. Finally, VOA requires emergency preparedness planning, because in international emergencies it may be critically important that the U.S. message is received and understood throughout the world. The report recommends long-term technical measures that should increase the extent and quality of VOA broadcast coverage. VOA should develop a U.S. program in DBS-A, including active participation in International Telecommunication Union deliberations and liaison with the receiver industry. VOA should also develop its emergency preparedness program consistent with existing national guidelines. Finally, the report calls attention to the desirability of an explicit and visible research and development program.
