Under Section 8002(N) of RCRA, the Report to Congress is to address: source and volumes of wastes generated per year; present disposal and utilization practices; potential danger to human health and the environment; documented cases in which danger to human health or the environment has been proved; alternatives to current disposal methods; cost of alternative disposal methods; impact of alternatives on the use of coal and other natural resources; and current and potential utilization of waste materials.
