Using Federal R and D to Promote Commercial Innovation

Increasing the innovativeness and productivity of domestic manufacturers would enable the United States to produce more from its limited resources. Such an increase, in turn, would limit the adverse effects that a shrinking trade deficit might have on the nation's standard of living. The report examines how the federal government might design programs to promote commercial innovations. While successful programs of this type would do little to narrow the trade deficit in the near term, they might nevertheless provide future benefits to the economy.
