Previous studies of accident rates in different road surface conditions, based on accidents reported to the police, have made it possible to distinguish only between accident rates on a dry bare surface, wet/moist bare surface and icy/snowy road surface. The reason was that those were the only road surface conditions mentioned in the police reports. However, the police reports were altered from January 1, 1985. What were earlier known as icy/snowy road surface conditions have been split up into the following three conditions: packed snow/thick ice, black ice and loose snow/slush. The accident rates in different road surface conditions are shown. The results are based on all traffic accidents reported to the police during the winter periods of 1985/86 and 1986/87. The accident rates have been divided into anti-skid method A-Salt (road usually salted) and other (road usually sanded).
