Nationwide Evaluation of Medicaid Competition Demonstrations. Volume 3. Utilization and Cost Analyses

Six states (CA, FL, MN, MO, NY, and NJ) applied for and received Health Care Financing Administration(HCFA) waivers in 1982-83 for demonstration projects to implement and test alternative strategies for the delivery and financing of health and medical services to Medicaid beneficiaries. The program evaluation examined implementation and operation issues, health care utilization and cost impacts, quality of care, beneficiary access and satisfaction, administrative costs, rate setting, and enrollment choice and biased selection. Volume 3 provides a comprehensive analysis of health care utilization and cost experience under the Medicaid competition demonstrations. Secondary data from the states and individual sites were used in cross-tabulations and multivariate models to contrast experience both pre- and post-demonstration, and between the demonstration and a comparison county or group in the same state.
