The purpose of the report is to delineate the design of the evaluation of the competitive bidding demonstration for outpatient clinical laboratory services. The report contains an overview of the demonstration's design as well as its policy objectives. From an evaluation standpoint, the report describes the outcome measures and data sources to be utilized. In addition, the research methodology is detailed, which includes the analytic framework, impact analysis, and industry case studies. The appendices of the report detail the econometric model of the impact estimates and the precision of those estimates.
