Beyond the Project: The Quest for Sustainability in the Third World

摘要

The paper focuses on the gap between current practice and what is known about effective development management. Definitions and discussions are given for the key terms 'projects and programs,' 'the integrated approach,' and 'sustainable development.' The primary constraints to sustainable development fall into five categories; (1) political, economic and financial, (2) environmental and natural resources, (3) technological, (4) institutional, and (5) organizational. A strategy for an integrated approach to sustainable development is explained.
