The three-volume manual is designed to acquaint transit systems with risk management and to explain how to develop, implement and administer a risk management program. It consists of a series of self-contained chapters, which can be used alone or in conjunction with the others for risk management training. The document's first chapter introduces the concept of risk management, explains the steps in the risk management process, and examines the commercial insurance marketplace and its impact on transit systems. Subsequent chapters cover risk identification and evaluation, loss control methods, risk financing, risk transfer, claims and crisis management, use of outside assistance, and risk management resources. An effective risk management program can increase managerial control over risks and hazards and reduce total loss-related expenditures. Although the guide is not intended as a substitute for legal advice on specific issues, it does provide ideas which can reduce losses due to accidents and similar problems. The report should be useful to transit systems of all sizes.
