The paper documents the facilities and procedures used by the National Bureau of Standards to calibrate radio frequency electric field probes using a transverse electromagnetic (TEM) cell. The advantages, limitations, and physical characteristics of TEM cells are presented. Impedance, field uniformity, and mode structure, critical aspects of a cell as a standard field enclosure, are discussed.
