Use of Coal Combustion By-Products as Structural Fill

The report presents some basic concepts of materials science and structural engineering as they pertain to the use of coal combustion by-products as structural fill material. The report also describes some physical and chemical properties of coal combustion by-products which allow them to be used as structural fill material, and describes the effects of site characteristics on landfill design. Various techniques of ash placement are presently being used by Maryland utilities. No engineering failures at active coal combustion by-product landfill sites have been reported.
