The report focuses on state initiatives for local public works finance. It evaluates state experiences to determine what makes state initiatives work and how state lessons could be applied to a federal program. The report concludes that state revolving loan funds are useful in a variety of state circumstances, and identifies features that can enhance their success. Some of the features can be built into a federal program, but others are uniquely available to states.
