This report on the custodial role of the Nation's juvenile justice system presents findings from the 1975, 1977, 1979, 1983, and 1985 censuses of public and private juvenile facili- ties. Its primary purpose is to provide a broad overview of trends and statistical data on the charac- teristics of the residents and fa- cilities and to assist Federal, State, and local administrators in evalua- ting, developing, and implementing relevant policies and legislation.
