Generic Issue 82, 'Beyond Design Basis Accidents in Spent Fuel Pools,' addresses the concerns with the use of high density storage racks for the storage of spent fuel, and is applicable to all Light Water Reactor spent fuel pools. The report presents the regulatory analysis for Generic Issue 82. It includes (1) a summary of the issue, (2) a summary of the technical findings, (3) the proposed technical resolution, (4) alternative resolutions considered by the Nuclear Regulatory Commission, (5) an assessment of the benefits and cost of the alternatives considered, (6) the decision rationale, and (7) the relationships between Generic Issue 82 and other NRC programs and requirements. Based on the evaluation, the NRC staff concludes that no new regulatory requirements are warranted concerning the use of high density storage racks.
