摘要

The appraisal of records to determine which merit preservation and which should be destroyed is the most professionally demanding of all archival responsibilities. In the Federal Government that responsibility is exercised within the context of a mandatory Government-wide program controlling the disposition of all Federal records. The purpose of this study is to examine the legislative authorities upon which this program is based, to study the actions taken to implement these authorities, to analyze the operation of the resulting program, to define problem areas, and to recommend measures that would increase the effectiveness of the program.
