Annual Report to the Congress from the Secretary of Commerce on the National Technical Information Service: Operations, Audit, and Modernization

The National Institute of Standards and Technology Authorization Act for Fiscal Year 1989 (Public Law 100-519) requires an annual report on the operations and modernization of NTIS. In addition, the Omnibus Trade and Competitiveness Act (Public Law 100-418) requires a report on 'recommendations for improvements in the National Technical Information Service (including methods for automating document distribution and inventory control, and any statutory changes required to make such improvements...by January 31, 1989.' The report responds to both requirements. It describes the functions of the National Technical Information Service (NTIS) and gives operational accomplishments for fiscal year 1988 and plans for fiscal year 1989. Major organizational activities are explained, and a Balance Sheet and Income Statement are provided. In addition to the long-range plan for improvements and modernization, progress on modernization for the previous year is described.
