The Government of the Somali Democratic Republic (GSDR), with the support of the international donor community, is prepared to launch a comprehensive program for the development of Jubba Valley. The keystone of the program is construction of a dam on the Jubba River near Baardheere. Planners have been looking toward construction of the dam, among other things, to increase agricultural output by fostering irrigation development. The objectives of the Socioeconomic Baseline Study (SEBS) report are to: present a body of a new information on socioeconomic life in Jubba Valley; assess the impact of development efforts on socioeconomic life; recommend measures to enhance beneficial impacts and mitigate adverse ones; and propose a program to monitor the progress of those impacts and interventions.
