TMA (Transportation Management Association) Handbook: A Guide to Forming Transportation Management Organizations

The handbook is designed to provide information to assist groups that are considering forming or have begun the process of creating a Transportation Management Association (TMA). It clarifies the potential role of TMAs in addressing transportation and air quality issues, and enumerates the steps necessary to form an effective TMA. The handbook is organized into chapters on various aspects of TMA development. Each chapter contains some background information on each aspect (e.g., work plan, budget/funding, etc.), a synopsis of the experience of existing TMAs, and some tips to guide the formation of new TMAs. The handbook includes appendices which provide samples of useful documents such as survey forms, by-laws, and a budget worksheet.
