Guidance for the U.S. Agency for International Developments (US AID) environmental strategy for Central America derives from three major sources - the recommendations of the Kissinger Bi-Partisan Commission, the conclusions of H. Jeffrey Leonard's landmark study, 'Natural Resources and Economic Development in Central America', and A.I.D.'s policy paper on environment and natural resources. The strategy covers a 10-year period (Fiscal years 1989-1998) and proposes a funding level of $400-$650 million. The report describes current trends toward environmental degradation in Central America, and enumerates institutional, cultural, and technical constraints on actions to reverse the trends. It then presents the AID assistance strategy, which focuses on five program areas: sustainable agriculture; production from natural forest; management of wildlands and protection of biodiversity; management of critical watersheds; and policies, institution building, and environmental education.
