The study explored the potential consequences of Acquired Immunodeficiency Syndrome (AIDS) and AIDS-Related Complex (ARC) for Medicaid and Medicare programs over the next decade. It uses the best currently available estimates of prevalence and cost per care to develop estimates of the portion of these costs that may be borne by the Medicaid and Medicare programs under alternative policy options that may be considered in future years. The project provides concept papers focused on the cost implications for the Medicaid and Medicare programs by developing methodology to estimate the effects of alternative scenarios of the development of AIDS cases, treatment modes, and the distribution of sources of payment for the costs. The volume gives the results of a telephone survey of Blue Cross/Blue Shield, Health Maintenance organizations, commercial insurers and employers.
