Pollution Prevention and Enforcement: Action Plan to Foster Two Agency Goals

This EPA draft action plan describes the relationship between two EPA goals preventing pollution and achieving high levels of compliance with environmental requirements. The paper concludes that while pursuing both of these goals may appear contradictory, both may be achieved if approached with care. It then outlines four major areas of action to incorporate pollution prevention into enforcement activities: environmental auditing; enforcement settlement conditions; the role of inspectors in technical assistance; and the enforcement of existing laws. Also included are comments on this draft.
