The Instruction establishes policy and assigns responsibilities under Department of Defense (DoD) Directive 5105.46. It prescribes procedures under DoD Instruction 6010.8 to enable the Military Services to enhance health care services provided CHAMPUS beneficiaries in the civilian community, when needed services are not available in the military treatment facility, through referral to civilian health care providers who participate in the Health Care Finder and Participating Provider Program.
