Redesign of the Negative Action Quality Control System in the Food Stamp Program

This reprort examines alternative methods for measuring the loss in benefits tohouseholds improperly denied or terminated from the Food Stamp Program. Denials and terminations, or 'negative actions,' are currently monitored through federal quality control (QC) procedures that have recognized limitations. In particular, the currently measured negative case error rate, which estimates the percentage of negative actions that are incorrectly taken, does not attempt to indicate the extent to which eligible housholds may have lost food stamp benefits that they were entitled to receive. This report presents the findings from a pilot test of alternative QC systems designed to measure the extent of houshold benefit loss associated with improper denials and terminations.
