Automated Certification System Support for Expedited Service Processing

This report describes innovative and effective features of automated food stampcertification systems (ACSs) which support expedited service. Expedited service (ES) enables individuals without significant income or resources to bypass certain food stamp eligibility verification procedures and to recieve food stamp benefits quickly, within five calendar days after registration. This analysis describes features of ACSs that contribute to the efficient management of ES processing by helping managers ensure rapid processing of ES applications, and by ensuring that ES procedures are followed when circumstances warrant their use. After reviewing relevant research and conducting telephone and on-site interviews with State and local Food Stamp Agency (FSA) officials.
