New Trucks for Greater Productivity and Less Road Wear: An Evaluation of the Turner Proposal

The American Association of State Highway and Transportation Officials asked the Transportation Research Board to evaluate proposals for new approaches to regulation of the size and weight of trucks using U.S. roads. To carry out this study, TRB formed a committee under the chairmanship of C. Michael Walton, Bess Harris Jones Centennial Professor and Chairman of the Department of Civil Engineering of the University of Texas. Committee members included experts on traffic and safety, pavements, bridges, freight transportation economics, and motor vehicle design; state transportation officials; and transportation industry executives. All committee members approved the study report. The study is one of four recently completed or ongoing TRB studies addressing national truck policy issues.
