Decentralizing Urban Development Programs: A Framework for Analyzing Policy

The study outlines a process for assessing the feasibility of decentralizingurban services, facilities, and infrastructure. Part I discusses basic concepts for understanding why decentralization may be necessary; describes the scope and severity of problems with central government financing and management of urban development programs; and outlines the potential benefits and limitations of decentralizing the delivery, financing, and management of urban services in developing countries. Part II outlines a framework for analyzing the political, economic, and social dimensions of decentralization policies in developing countries. It describes the characteristics of urban services and infrastructure, identifies alternative financial and organizational arrangements for decentralizing urban development programs, and explores approaches to formulating intervention strategies and designing decentralization programs and projects.
