Feasibility of Intermodal Goods Movement Facilities in Small and Medium Citiesand Rural Areas

The report describes conditions under which intermodal goods movement facilitiesmay be feasible in small-to-medium cities and rural areas. Profiles are presented of sixteen TOFC/COFC facilities and seventeen bulk transfer facilities. Issues related to government activity in stimulating economic development via implementation of intermodal facilities and services is discussed, and a planning framework is presented. The role of Foreign Trade Zones is discussed.
