Lessons Learned: A Review of Utility Experience with Conservation and Load Management Programs for Commerial and Industrial Customers

The project was undertaken to analyze more than 200 utility conservation and load management programs nationwide involving commercial and industrial customers. The objective was to summarize lessons learned from utility experiences to date that could teach others about how to design and implement successful programs. The focus is on programs that achieve high participation rates and high electricity savings while remaining cost-effective. Typical conservation and load management programs are reaching less than five percent of eligible commercial and industrial customers, are reducing electricity use among participating customers by less than 10 percent, and are reducing utility peak demand by less than one percent.
