Economics provides a framework for valuing changes that affect an individual's welfare. The framework can be applied to natural resources or environmental amenities, and in particular to the effects of acidic deposition. The discussion of the economics methods for valuing acidic deposition effects contains two parts. Part A is an overview of the methods and techniques generally used by economists to estimate the values associated with changes in environmental conditions. The discussion contains only limited mention of acidic deposition and is intended to provide a broad assessment of the theoretical and applied foundations for the economic valuation efforts of the National Acid Precipitation Assessment Program (NAPAP). Part B focuses on the models and techniques appropriate for valuing acidic deposition effects.
