The directive discusses the support of Total Quality Management and QualityAssurance by the Director of the Office of Emergency and Remedial Response. It focuses especially on TQM as it relates to Superfund's QA Program and the development of Data Quality Objective (DQOs) for the RI/FS and RD/RA processes.
