Dryland Management: The 'Desertification' Problem

摘要

The paper argues that the problem of desertification has been poorly characterized. The paper offers a number of strategy priorities. The most important are: more measurement of the extent of the problem, more careful analysis of the causes, increased focus on the design of technologies to be appropriate for the land/labor ratio and the stage of evolution of the farming system, a participatory approach at the local level, and a focus on policy and legislation to encourage improved land management through incentives. The paper has a global focus but a substantial Africa-related content.
