The Minority Small Business and Capital Ownership Development (MSB&COD) Program promotes and assists socially and economically disadvantaged business persons in gaining equal access to the resources necessary to develop small businesses and thereby improve their ability to compete on an equal basis in the mainstream of the American economy. The report establishes and updates policies, procedures, requirements and guidelines for the administration of the MSB&COD.
