The National Institutes of Health PEER REVIEW draws on panels of recognized experts to provide technical advice and assistance in the review of research grant applications. The approval and priority rating of initial review groups are primary to the selection of the most meritorious research applications for NIH support. The workload and actions of the initial review groups managed by the Division of Research Grants (study sections) are the primary focus of the report. Recommended approval rates, priority scores and percentile rankings, and the subsequent success of applications are all viewed in the context of an ever-changing research climate. The report covers 1979-1989, and includes changes in trends resulting from some recent NIH policy decisions, e.g., extension of certain grant periods and establishment of certain grant categories.
