Social Dimensions of Adjustment in Sub-Saharan Africa: Surveys and Statistics.Income and Expenditure in a System of Household Accounts: Concepts and Estimation

The Social Dimensions of Adjustment (SDA) survey instruments provide detailedinformation on the living conditions of households, information which is relevant to an evaluation of the microeconomic impacts of structural adjustment and related policy measures. Of particular interest for many analytic purposes is the detailed information on household incomes and expenditures collected by the Integrated Survey. However, before this information can be used for purposes of analysis, it is first necessary to organize individual responses into a coherent and conceptually clear household accounting framework. Two aspects of this process of constructing household accounts from the Integrated Survey are considered here: addressing the underlying conceptual issues such as definition, inclusion, and valuation; details the more practical process of construction estimates of household accounts components from the Integrated Survey. A detailed proposal for estimating current account aggregates is set out in the Appendix.
