The research program extends the established concepts of production qualitycontrol to the procedures of aerial analytical photogrammetric operations. It is recognized that the product of a surveying or mapping operation is primarily a measurement. As such, the measurement is the final product and can be treated by conventional quality control concepts. The concept of quality control applied to measurements, termed 'measurement system calibration', is well developed by C. Eisenhart. The research conducted here adapts measurement system calibration to the aerial analytical photogrammetric procedures conducted by the Bureau of Aerial Engineering of the Ohio Department of Transportation. The total system was first defined in terms of equipment and procedures followed by metric analysis of selected components of the system. Marked improvements were developed in a number of the procedures before the system was tested. An extensive aerial test and calibration range was developed at the Transportation Research Center of Ohio for this purpose.
