Improving the Investment of Nonappropriated Funds (NAF) in the Department of Navy

Nonappropriated Funds consist of cash and other assets received from sources other than Congressional appropriations. Nonappropriated Funds are used to support Morale, Welfare and Recreational (MWR), activities which provide social, recreational and welfare needs for active military personnel and their dependents. MWR activities include clubs, exchanges, package stores, bowling alleys, golf courses, tennis courts and gymnasiums. The study analyzes the effectiveness of the Department of the Navy's program for investing Nonappropriated Funds and determines why and how a loss of $20 million occurred within the last 5 years. In addition, the study determines whether prescribed procedures are being followed and the desired goals are being met. Further, the study focuses on areas where improvements can be made in the safety and return on investments. Five recommendations are made for improving the investment of Nonappropriated Funds in the Department of the Navy.
